Most of your replayability will be spent trying to get upgrades in the main city and building enough towns to be able to do so. It feels very fair, and while difficult enough to be a challenge, isn't so unfair you feel cheated out of a win. I actually really feel like they nailed the balance of this game. Due to the randomized pulls of buildings your strategy for each settlement will be different as you choose different goals to hit. So far, for my current experience the game is very replayable and I can easily sink a few hours each session into playing it. Every village you complete gives you resource rewards used in buying main city upgrades. The only "overarching goal" so far seems to be the permanent cross-village upgrades you get inside the main city. The main part of the game is going into selected plots of biomes at random and building a town with randomized buildings you draw from a small group occasionally.
